Leslie has worked in the Bureau of Democracy, Human Rights, and Labor (DRL) since 2009. She began in DRL’s Office of South and Central Asia (DRL/SCA) where she covered Sri Lanka (as well as a number of other countries). During her time in DRL/SCA, she completed two details to Embassy Colombo in the Political Section and also served as Acting Deputy Director when needed. In 2016, Leslie joined DRL’s Office of Multilateral and Global Affairs where she is now on the Internet Freedom, Business, and Human Rights (IFBHR) team. She holds a master’s degree in Comparative Politics (Latin America) from the London School of Economics and Political Science (LSE) and has a bachelor’s degree from Montana State University-Billings in Spanish. Before attending LSE, she lived in Lima, Peru where she worked at a work and travel company. Leslie was born and raised in Montana and loves all things outdoorsy and the Washington Nationals. Sometimes she even lets her husband and 2 year old tag along on her adventures.

Emily Narkis joined the Bureau of Democracy, Human Rights, and Labor in August 2019, where she works on both the Visas and Multilateral teams in the office of Multilateral and Global Affairs (MLGA). Prior to DRL, Emily worked for two years in Mexico City’s non-immigrant visa (NIV) unit, where she also served as the consular section’s Law Enforcement Liaison. Her first tour was in Warsaw, Poland where she served one year in the Consular Section – working in NIV and as acting American Citizens Services chief - and her second year as Human Rights Officer in the Political Section, reporting on issues including Poland’s response to the migration crisis and LGBTI rights. Prior to joining the Foreign Service, Emily worked for six years as a civil service desk officer in the Office of West African Affairs, during which she covered several countries including Nigeria, Cote d’Ivoire, Mali, and The Gambia. Emily graduated from The George Washington University with bachelor’s degrees in Political Science and International Development, and speaks Spanish, Polish and French. A Washington, DC native, Emily is an avid fan of DC sports teams. In her free time, she enjoys running, playing board games, and hiking with her dog Kermit.
